U.S. DOJ Reaches First Settlement Under Civil Rights Fraud Initiative

The U.S. Department of Justice has announced a USD 17 million settlement with IBM to resolve claims under the False Claims Act tied to diversity, equity, and inclusion (DEI) practices. The case marks the first public action under the Civil Rights Fraud Initiative.

The department said the company certified compliance with federal anti-discrimination laws while maintaining employment practices that considered race, gender and other factors in compensation, hiring, and training. The government also stated that related costs were charged to federal contracts. The initiative follows executive actions that require contractors to confirm compliance with anti-discrimination rules as a condition for payment. Officials have indicated that enforcement will include penalties under the False Claims Act.

The development signals that federal agencies will review employment policies and contract certifications. Companies receiving federal funds may face scrutiny over hiring, pay, and training programmes linked to diversity targets.
