
IICA Sets Up Advisory Group To Reform Corporate Compliance Framework
The Indian Institute of Corporate Affairs (IICA), functioning under the Ministry of Corporate Affairs (MCA), has constituted a high-level Advisory Group on Ease of Doing Business to update the corporate regulatory structure. The panel has been set up following the Ministry’s order dated December 31, 2025, and aligns with the national vision of Viksit Bharat 2047.
Chaired by Gyaneshwar Kumar Singh, Director General and Chief Executive Officer (CEO) of IICA, the group will examine compliance requirements under the Companies Act, 2013. It will work on rationalising e-forms, reducing duplication in procedures, and introducing technology-based systems in corporate administration. The panel will recommend measures to reduce regulatory burden, streamline filings through consolidation and automation, and explore event-based compliance mechanisms. It will also prepare an ‘Integrated Form Blueprint’ to improve the user interface and regulatory clarity.
The group has been tasked with assessing reform feasibility, preparing a phased roadmap, and conducting stakeholder consultations. It may propose draft amendments to the Companies Act and related rules. The School of Business Environment at IICA will act as Secretariat. IICA has also signed an MoU with the MCA to undertake a research study titled “Re-envisioning Ease of Doing Business for Viksit Bharat 2047”.
