US Opposes Global AI Governance As AI Leaders Seek Common Standards

The United States has opposed the creation of a global governance framework for advanced artificial intelligence, while AI industry leaders have called for greater international cooperation on safety standards.

Michael Kratsios, Director of the White House Office of Science and Technology Policy, told the UN Security Council on September 23 that the US does not support global control of advanced AI. He backed voluntary international cooperation, sharing of best practices and common standards.

Other speakers proposed different approaches. Anthropic CEO Dario Amodei called for international AI testing and notification standards, while OpenAI CEO Sam Altman suggested common benchmarks for assessing AI capabilities and safeguards. Hugging Face CEO Clément Delangue supported global monitoring and incident-reporting standards.

The differing proposals highlight the lack of a common global approach to AI governance, with national regulations and international standards continuing to develop in parallel.
