Meta May Face Daily Penalties Under EU Digital Markets Act

Meta Platforms may face daily fines from June 27, 2025, if changes to its pay-or-consent model fail to meet the requirements of the EU’s Digital Markets Act (DMA), the European Commission said on Friday.

This follows a 200 million euro fine issued in March for earlier violations of the DMA. The Commission stated that Meta’s model, introduced in November 2023, breached the rules by requiring users to choose between a free, ad-supported service or a paid, ad-free version. Meta claims its approach complies with EU law, but the Commission said only limited changes have been made and it has not yet confirmed compliance. Daily fines could reach up to 5% of Meta’s global average daily turnover.
