EU To Introduce Quantum Act In 2026 To Govern & Advance Quantum Technologies

The European Commission is preparing to propose the Quantum Act in the second quarter of 2026 to establish governance, standardisation, and industrial policy for quantum technologies.

The initiative follows the Quantum Europe Strategy published in July 2025 and complements existing regulations such as DORA and NIS2. The Act aims to secure supply chains, fund quantum communication infrastructure, and develop EU-wide standards for post-quantum cryptography. It will provide financial institutions with access to quantum computing resources for research, security, and operational optimisation. By institutionalising quantum readiness, the Act seeks to transition Europe’s financial sector toward unified post-quantum resilience while positioning the region as a key player in global quantum innovation.
